Venezuela's finance minister, Nelson Merentes, presented a draft 2014 budget to the National Assembly on October 22 that devotes more revenue to social services, while predicting continued economic growth and lower inflation. About 62% of the 551 billion bolivars budget (about $92 billion) would be devoted to social services, compared with 37.7% this year.

Comedian, Hollywood star and former host of MTV and Big Brother's Big Mouth Russell Brand took on veteran BBC broadcaster Jeremy Paxman in a Newsnight interview subsequently viewed millions of times on YouTube. The journalist, veteran of many bruising encounters with politicians of all stripes, decisively lost.

Few people from the 20th century can really claim to have changed history. One of them was General Vo Nguyen Giap, who led the Vietnamese people to defeat the French and American empires. Giap died on October 4, aged 102. Mainly remembered as a military leader, Giap was also one of Vietnam’s most significant political leaders. He was a revolutionary intellectual, an environmentalist and a campaigner for progressive change within Vietnam.

October has been a month of sharp shifts in French politics. On October 4, an Ifop poll in the French weekly Nouvel Observateur showed the xenophobic and racist National Front (FN) of Marine Le Pen leading voting intentions for next year's European elections with the support of 24% of those interviewed ― up 3% in six months. On October 13, in the second round of the by-election for the canton of Brignoles (in the Mediterranean department of Var), the FN easily defeated the mainstream conservative Union for a Popular Movement (UMP), by 53.9% to 46.1%.

The result of the October 19 Fremantle Council election was a real glimmer of hope for us in Western Australia, particularly after the bleak state and federal results this year. Under the first-past-the post system used in WA council elections, I was re-elected in Hilton Ward with 58% of the vote, compared with 33% in 2009. In the other wards, the incumbent councillors defeated more conservative opponents. Mayor and Greens member Brad Pettitt won more than 70% of the vote, defeating former state and federal Liberal candidate Matthew Hanssen.

Five months ago, I was in Tarija in southern Bolivia taking part in a forum debating the political process in this country, a process we call the “democratic and cultural revolution”. A participant asked me whether it was possible to deepen this revolution, to make it an economic and social revolution, without the participation of the working class. My immediate response was no.

Venezuelan president Nicolas Maduro has launched the second phase of his Street Government initiative, with the aim of inaugurating new projects and strengthening community organisation. The Street Government is a governance mechanism implemented by Maduro this year which involves the national executive visiting Venezuela’s regions and holding meetings with different neighbourhoods and social groups. These meetings allow the government to orientate its regional development strategies and launch new projects with the support and involvement of communities.

Jasmine Acosta and Hector Zabala are social activists from the Caracas neighbourhood of 23 de Enero (January 23). They come from a working-class neighbourhood with a strong tradition of community activism. This barrio of about 250,000 inhabitants has been part of all the major revolutionary moments in Venezuelan history.

Alive, he was the best hated man in Europe. For the ruling classes and police spies he personified the “spectre” that was haunting the continent, the demonic rise of workers’ revolution. After his death he was bleached of his humanity, canonised by admirers and slandered by enemies. Both misrepresented him.

Venezuelans rallied to condemn fascism on September 11, marking the 40th anniversary of the United States-backed coup d’etat in Chile that ousted left-wing president Salvador Allende. The rally began at Plaza Salvador Allende at the Central University of Venezuela (UCV) and marched through the city centre to Llaguno Bridge. On the bridge is a memorial to those killed during the 2002 US-backed coup that temporarily removed former Venezuelan president Hugo Chavez from office. Chavez was restored by an uprising by loyal soldiers and the poor.

In a national census held over September 7 and 8, 1150 communes registered in a national census, exceeding expectations. The communes are forms of “popular power” in Venezuela that unite representatives of local communal councils across a regional area. Community councils in Venezuela are grassroots bodies where local residents manage public funds and undertake projects promoting community development. Communes, meanwhile, are formed by groups of community councils, and can take on larger scale projects and public works.
