A new magazine focused on Aboriginal rights, Tracker, was launched in Sydney by the New South Wales Aboriginal Land Council (NSWALC) on April 4. The monthly publication was co-founded and launched by former National Indigenous Times editor Chris Graham. It will feature analysis and investigation of land rights, Aboriginal issues and expose the challenges of institutional racism and discrimination across Australian society.

The suicide of Mohammed Asif Atay in Curtin detention centre on March 28 was “tragic news” to Prime Minister Julia Gillard. “I’m sure all Australians hearing this news would feel very sorry,” she said on March 29. He was the sixth known refugee to die in detention in the past seven months and one of hundreds of refugees suffering under the system of mandatory detention. Refugee advocates told Green Left Weekly that self-harm happened daily at the Curtin detention centre.

At the Bali Process summit held on March 30, immigration minister Chris Bowen and foreign affairs minister Kevin Rudd signed a “regional framework to prevent people smuggling” with 41 nations. But they failed to bully East Timor into agreeing to an Australian detention centre on its soil. Rudd said the agreement — ultimately intended to stop asylum seekers reaching Australia — “represents a significant win” for Australia. Bowen said it “lays a framework for further bilateral discussions” with East Timor.

The situation inside every one of Australia’s refugee detention centres has grown dangerously volatile. Just days after the Christmas Island breakout and subsequent protests, nine refugees climbed on the roof of a detention centre in Darwin after watching the assault of another refugee on March 15. Two days later, a 20-year-old Afghan man hanged himself with a bedsheet at the Scherger detention centre after his refugee application was rejected.

Nine refugees held in the Northern Immigration Detention Centre in Darwin staged a protest on top of a building in the centre’s compound on March 15 after they witnessed Serco guards assault another detainee. The refugees — who are Rohingya people, an ethnic minority in western Burma — told refugee advocate Carl O’Connor on March 16 that the protest was sparked by a physical assault on another Rohingya detainee. “One man was refused rice in the mess room,” the refugees said. “Out of frustration he broke a glass. He was then chased down and tried to escape from two Serco guards.

About 300 refugees at the maximum security Red Compound in Christmas Island’s detention centre were fired on with tear gas and modified shotgun rounds during protests over the weekend of March 12-13.

In a July 2010 interview with WikiLeaks editor-in-chief Julian Assange, TED.com’s Chris Anderson said WikiLeaks had released in just a few years more classified state and military documents than every other media outlet combined. “It’s a worry isn’t it,” Assange said. “That the rest of the world’s media is doing such a bad job that a little group of activists is able to reveal more of that sort of information than the rest of the world’s media.”

The federal government’s expansion of income management in the Northern Territory has created new barriers for Aboriginal people who want to get off its welfare control scheme.   The rollout has also affected hundreds — possibly thousands — of others, including residents of Darwin and Alice Springs and newly arrived refugees.  

ASIO has delayed the release of 900 refugees from immigration detention because it had not carried out security checks, a Senate estimate hearing on February 24 revealed.   Refugees can be held indefinitely after their visa approval until checks on their background, family networks and “risk” level are complete.   Lateline said on March 1 that it took an average of 66 days to process one person. But some refugees have been held for 12 months or longer.  

Prime Minister Julia Gillard delivered the federal government’s third “closing the gap” report on February 9. The report is an annual review of national efforts to address the mortality gap between Aboriginal and non-Aboriginal Australians. In an outrageous denial of the government’s failure, Gillard called for Aboriginal people to accept the blame for critical crises in health, education, employment and housing and chronic community breakdown.

Nine weeks after a boat carrying asylum seekers was smashed apart on the shores of Christmas Island on December 15, traumatised survivors remained locked up by the department of immigration. They are almost completely cut off from family and support. At least 48 people may have died in the devastating shipwreck. The wooden vessel, named SIEV221 by authorities, was thrown onto rocks in savage seas to the north of the island at about 5am.

The governments of Australia and Afghanistan have struck a deal to send back rejected Afghan asylum seekers against their will. Australia promised $5.8 million to the Afghan government of Hamid Karzai to “improve the passport system” and fund resettlement, but has been condemned for neglecting the interests of refugees themselves. Immigration minister Chris Bowen signed the deal with a minister of the corrupt Karzai regime on January 17. Afghan Minister for Refugees and Repatriation Dr Jamaher Anwary was in Sydney to take part in talks on “people smuggling”.
