PM Julia Gillard was supposed to launch Labor's new policy to tackle climate change on July 23. But in essence she merely restated the same old Labor climate policy: delay, delay and delay again. Gillard's speech was pages long, but her climate agenda can be summarised in just four words — more talk, less action. The core promise was that her government would create a "citizens assembly" to discuss options to deal with global warming. Perhaps the government will propose the ice caps and glaciers hold off from melting until Gillard's august assembly has concluded its deliberations.

Existing levels of greenhouse gases may be enough to push Arctic temperatures 19°C higher, a recent study has found. A University of Colorado at Boulder scientific expedition to Ellesmere Island in the high Arctic found evidence that the ice cap may be far more sensitive to warming than had been thought, the team said on June 29. The team used fossil records to measure temperatures on the island during the Pliocene period — 2.6 to 5.3 million years ago. The research confirmed the area was mostly ice-free and about 19°C warmer on average than it is now.

Pressure is now bearing down on the Australian climate movement because there has been so little forward progress in the federal government’s climate policy. The pressure is for the movement to accept, support and campaign for weak and inadequate climate policies on the grounds that something is better than nothing. This is plain from looking at the new, media-driven “consensus” about the need for a “price on carbon”.

A Washington DC court convicted a repeat-offender in May for a crime that could have seen him spend years in prison. The offender was not a BP executive found guilty of criminal negligence over the Gulf of Mexico oil spill. Nor was it any other environmental vandal. It was climate change activist Ted Glick. His crime was to hang two banners off the Hart Senate Office Building on Capitol Hill in September last year.

Humanity is in a race against time to avoid the environmental and social catastrophe caused by climate change. At times, it seems we are losing the race. When we look at the sabotage of international summits by the rich countries, or the false solutions peddled by governments and corporate polluters, the challenge we face can seem overwhelming. But globally, there is a rising people’s movement demanding real action on climate. This movement gives reason for hope and inspiration.

In her opening remarks as Australia’s new prime minister, Julia Gillard said she believed climate change was real and was caused by human activity. What she left unsaid was that she doesn’t believe in doing much to stop it. Former PM Kevin Rudd’s rapid nosedive in the opinion polls coincided with Labor’s April decision to dump its proposed emissions trading scheme until 2013. The scheme itself was radically flawed, but many people still associated it with action on climate change. More than with any other issue, Labor was punished for its perceived backflip on climate.

NASA climate scientist James Hansen has called them “factories of death”. British columnist George Monbiot has said “everything now hinges” on stopping them. US climate writer Bill McKibben is prepared to be arrested to have them shut down. But Australian state governments don’t get it — they are still enchanted by coal-fired power stations. Climate campaigners say Australia should urgently replace existing coal-fired power plants with renewable energy, but 12 new “death factories” are slated to be built in Australia over the next few years.

The world’s worst ever oil spill is also the biggest methane leak in human history, US government scientists have said. The US Geological Survey’s “flow team” has estimated between 4.5 billion to 9 billion cubic feet of natural gas have escaped from BP’s Deepwater Horizon rig since it exploded in April, Associated Press said on June 19. John Kessler, an oceanographer at the Texas A&M University, told AP the leak was “the most vigorous methane eruption in modern human history”. Scientists think methane makes up 40% to 70% of what is spilling from the damaged BP rig.

British Petroleum (BP) has admitted it may not stop the Deepwater Horizon oil spill in the Gulf of Mexico until August — at the earliest. But despite the catastrophe, the US government’s Minerals Management Service (MMS) has given BP new leases for deepwater drilling. The MMS has rubber-stamped 198 new deepwater drilling leases in the gulf since the BP spill began on April 20. It awarded BP 13 of these.

On June 11 at the close of climate talks in Bonn, Germany, UN climate chief Yvo de Boer tried to put a positive spin on the outcome. “This all in all is a big step forward making much more possible in Cancun”, he said, referring to the next big climate conference that takes place in Mexico in November. However, big step or not, the conference outcomes kept the world sprinting headlong towards a climate catastrophe.

Multinational oil companies in Nigeria spill more oil every year than has been spilled by BP in the Gulf of Mexico. Unlike the gulf disaster, most people are unaware of this ecological crime. There have been major spills in Nigeria since BP’s Deepwater Horizon rig exploded on April 20, but they have received hardly any attention from the international media. A May 12 explosion at a Shell installation turned 39 hectares of the Niger Delta into an oil slick, BBC News said on June 15. Two weeks earlier, an Exxon Mobil oil pipeline ruptured. It spewed a million litres a day for a week.

Protests will take place across the country on July 17 to demand the federal and Victorian state governments close down Australia’s dirtiest power station and replace it with clean energy by 2012. The call for a national day of action was issued by groups active in the “Replace Hazelwood” campaign, including Melbourne’s Climate Action Centre and Environment Victoria. The call has been endorsed by the Community Climate Network, which brings together more than 100 climate action groups nationwide.
