UNITED STATES: Human shields targeted

On April 1, Judith Karpova and Faith Fippinger were issued with penalty notices from the US Treasury, alleging that they had shielded "government of Iraq infrastructure" and provided services to the Iraqi government in 2003, prior to the US invasion of Iraq, when the country was a "proscribed nation" under US law and unregulated travel there was banned. Karpova and Fippinger were among around 20 US citizens who participated in the Truth, Peace and justice Human Shield Project to Iraq, in January and February 2003. The project aimed to drawinternational attention to possible bombing of civilian sites, by having Western volunteers live at such sites. Karpova anf Fippinger were stationed at water treatment plants and food silos. They are likely to be issued with a fine.
