Members of the Aboriginal community, faith-based groups, unionists, welfare activists, and others gathered at the State Administration Centre in Adelaide on September 9 to oppose a proposal to expand income management in South Australia. Labor Premier Jay Weatherill has announced he would “offer the broadest possible support” to all 27 of billionaire Andrew Forrest's recommendations in his Indigenous Employment and Training Review. This would include Forrest's controversial proposal to dramatically expand income management to all working-age Centrelink clients, or 2.5 million people.

The federal government has plans to expand Work for the Dole. From July next year it will be compulsory for job-seekers aged 18-30 to do 25 hours of work a week. In the same week that employment minister Eric Abetz announced the government would expand Work for the Dole to all job seekers under 50 and that job seekers would have to apply for double the number of jobs than previously, billionaire miner Andrew Forrest released his own recommendations for welfare reform — some of the most punitive ever proposed.

One of the most significant welfare measures announced in the federal budget is the expansion of Work for the Dole. This will affect jobseekers aged 18-30 who will be forced to undertake placements of up to 25 hours a week for six months.

The Interim Report of the federal government’s long-awaited and much-feared welfare review, A New System For Better Employment And Social Outcomes, was released on June 29. Former Mission Australia CEO Patrick McLure, who also chaired the 2000 welfare review for the John Howard government, is chair of the review.

Prime Minister Tony Abbott said in a recent address to the Committee for Economic Development of Australia, “all fit young people should be ... expected to persevere for six months to find a job or to choose a further training programme before accessing welfare payments”. Kirstyn Jones is from Davoren Park near Playford in Adelaide's northern suburbs, where there has been an income management trial for two years. She is the first Playford resident forced on to income management to speak publicly. She was put on income management, despite being financially competent and working part time, solely because she was on Youth Allowance and not living at home.

Welfare groups have expressed anger at changes to welfare for people with disabilities, which the federal government released in a draft report on June 29. The McClure report proposes far-reaching changes to the welfare system and cuts the number of welfare payments to just four; a working age payment, disability support, child support and the age pension. There are 830,000 recipients on the Disability Support Pension (DSP). Social services minister Kevin Andrews has suggested only people with a permanent disability would be eligible for the DSP.

Social services minister Kevin Andrews has defended the Coalition government's attacks on welfare — including proposals to deny jobless under-30s any payment at all for six months — on the grounds that “too much intervention” denies citizens the opportunity to achieve something for themselves.

About 300 pensioners, unemployed people and sole parents attended a rally called by the Fair Go for Pensioners Coalition on May 21. Marion Lau, deputy chairperson of the Ethnic Communities Council of Victoria, spoke of the injustice of the federal government’s plan to force workers, including those in heavy manual jobs, to work to the age of 70 before they can get the age pension.
