SAN SALVADOR, May 14 — The FMLN charged yesterday that the government is blocking the return home of 258 war-wounded who received medical attention in Cuba.

The FMLN says the wounded had received treatment, physical rehabilitation and job training with the cooperation of Cuban authorities and international institutions. Their return to El Salvador is stipulated under the January 16 peace accord.

FMLN leader Shafick Handal said the Salvadoran government has complied with only nine items in the peace agreement, while 14 others have been only partially implemented. Another 32 items are still pending.
