Quarantining welfare: from the NT to Bankstown

Income Management is a policy which "quarantines" 50 per cent of Centrelink payments onto a BasicsCard. This card can only be used to buy "priority items" at government approved stores. Income Management was first introduced through the Intervention in NT Aboriginal communities. It has been very discriminatory and is resented by many people. Now the BasicsCard is coming to Bankstown, and will be compulsorily applied to people targetted by Centrelink. Hear about the experience in NT and cencerns in the welfare sector.
